Hi Tony,
You could try going into the configuration manager in Jaws and going to set
options. In here go to keyboard options and then under navigation quick keys
choose off. Then click Ok, save your changes, and close the configuration
manager. This will disable keys such as h for headings, t for tables, b for
buttons etc. You can turn it on again when finished. Not sure if that's what
you're looking for or not but hope it helps.

Now say there is a non jaws user using my computer say to assist for example,
is there any way to deactivate the jaws keys in order as to not restrict the
person in navigating the web for example?
In other words, I'd still want to hear jaws speaking but the other person
wouldn't be impeded by active jaws keys.
