[vicsireland] Accessibility of septic tank registration site - update

Just to update everyone concerning the accessibility issues with the website 
for registering your septic tank (www.protectourwater.ie), we have spoken to 
the developers who will fix the issues with the form. I am happy that they have 
the commitment and skills required to do this correctly. The problem with it 
using a visual Captcha puzzle with an impossible audio alternative is more 
difficult because decisions on security features such as this are made at a 
higher level and are outside of the developer's scope. We will therefore be 
talking to whoever is responsible for this decision about alternative 
approaches to security and ensuring that nobody who fails to register due to 
inaccessibility is penalised.
