It is usually because toddlers do not move like adults. Dogs are  usually 
confused and the quick jerky and off balance movements of a toddler can  be 
misinterpreted by the dog as aggressive. Toddlers are more likely to be  bitten 
by 
a dog than any other age bracket. NEVER leave toddlers alone with a  dog. It 
is a good idea for folks raising a puppy to seek out and teach pups that  the 
jerky movements of a toddler are non threatening... and to teach the toddler  
to play nice with the dog.
