Hi Bill.
The s4 mini is a smaller version of the s4, released a little over a
year ago.
It's not surprising to me that this phone doesn't have 4.4 yet.
I recommend you go with the full sized s4 or possibly the s5 mini when
it is released.
There is also a smaller soni handset that has rather impressive specs
comparing favorably with phones like the s5 and lg g2.
