The tidewater region, particularly Virginia Beach, usually has several
Painted Buntings spending the winter (fall/winter/spring) there (and likely
many more that aren't detected). Things change away from SE Virginia. The
Metro-Richmond area has only a handful of records that I can find: 2 times
in Chesterfield, 1 in Goochland, and 1 in Charles City. And now the first
for Richmond City.
Multiple observers saw the Belle Isle bird yesterday (2/2).

I found a report in eBird from 1/27/17, complete with pics. What are the
chances that our little friend was down there before coming up here?
Did anyone find him again yesterday afternoon or evening?
