No problem, it's just to keep the QA people happy. If any given
(Build)Requires is actually optional, I'm supposed to make it a
conditional opt, rather than a non-optional explicit Requires. If it's
not optional in the upstream build, then the QA people won't argue the
point. Did that make any sense? No, OK ;-)
