I have permanent keys.
and no networking on vax works just fine.
but I'd like networking on pc or Linux or Mac to work... :(

veering wildly off-topic, it wouldn't be impossible to emulate a
networked Vax with simh. Even a Raspberry Pi could give decent
performance. Real difficulty is getting the OpenVMS licence keys, as a
recent split in HP means that the process may be broken.
