[TN-Bird] great blue heron dance

Do Great Blue Herons do a mating dance?  Do they dance at this time of year?   
Two Great Blues were in the creek in front of our house, spreading and shaking 
their wings, facing each other, beak to beak.  Then one moved farther up the 
creek while the second stood tall and watched the first one go.   Is this 
territorial or mating?   There was one bird until just a few days ago, then 
there were two.
