[TN-Bird] Doug Malone

Doug Malone was compiler of the Warren Co.
CBC for several years before last year, when
I did the compiling.  Not sure if Doug will resume
compiling this year or not; probably best to assume
he will not and that I will continue.  Like all the
UCR CBCs, this one's date is listed at my website
CBC page.
