I've seen it happen. I had a customer that was running Great Plains, as I recall. There was a bug in the app that caused it to max out the CPU when the user was looking at the results of a query. Load would be at 10000, and no users could launch the published app. The load evalutors would be just about worthless if they didn't stop users from logging on when the server is full. I don't have the PDF handy, but see the Load Manager docs: You can adjust server load calculations for individual servers with Load Manager. For instructions about configuring load evaluators, see Getting Started with Citrix Load Manager, available in the Docs folder on the MetaFrame XP CD-ROM. You can try it yourself. AppSense Performance Manager comes with a utility that will max a server's CPU. Run it on a server and try to connect. I'll email it to you off-list. If the server's load is at 100% as defined by the load evaluators, QSERVER or QFARM /APP will show the load at 10000, and the server won't take any additional users.
