you publish a desktop then load a profile with no icons in the desktop
folder or Programs folder. What you get left with is a My Computer
icon (I rename ours to %username% on %machinename%),  a Recycle bin,
and the My Documents folder.  For my users I also include a shortcut
to a support web page and an icon to lock their workstation. 
Everything else creates on the fly with the pnagent.

As you enable and disable apps, the icons appear and disappear on the
desktop.  If I need to add a user to an app, they don't have to log in
and back off, the icon just appears on its own once they are added to
the group.
