The speed of their link is not really the issue. It's how long it takes
to load a user's profile on the Terminal Server, and that can be
strongly affected by how big it is.
As for what is slowing IE down, I think you will have to look at network
issues first. It could be a network speed/duplex misconfiguration
(although that would tend to slow down more than just IE), it could be a
DNS resolution issue, or practically anything else. You might want to
start with just pinging some of the sites that your users are having
problems with, and see if the ping times from TS are slower than from a
regular PC. More advanced than that will be to sniff network packets
with something like ethereal (www.ethereal.org) and watch the actual
network conversation, and see who is dragging their electronic feet.
