[THIN] W2000 Terminal server vs Citrix

Now, I'm sure I know the answer but can someone just confirm to me =
whether Windows 2000 terminal services can publish applications as =
opposed to desktops?
I have a software development company telling me otherwise!
Does anyone know if there are any major changes in W2K3 terminal =
services?
