[THIN] Users cannot launch applications - Resource Unavailable

Hi
I had an issue today where the majority (possibly all) users couldn't run applications in Citrix. They all received the following error: 

"Failed to launch. The Server returned ResourceUnavailable"
I could not pin point this issue to any 1 server. I ended up rebooting the servers in the farm which allowed users to login and run applications. 

Has anyone experienced this before?  Im concerned it may re-occur.
