You can try to use Foxit reader

Small, single file, incredibly fast, low memory usage, with some very

Objet : [THIN] User can't open PDFs in Outlook

 

I have 1 user that only 1 out of 4 servers only, he cannot open a PDF in 
Outlook 2003.  Both are published to him via PNAgent.  No other users on this 
server have the problem, and this user doesn't have the problem on 3 other 
servers.

 

We deleted his local and roaming profiles, and made sure there was no hung 
registry entries on the server in question.  I'm out of ideas.  Running Reader 
7.0.5.  Anything else to check?
