"Shell folders" is recreated when the shell starts based on what is in "User
Shell Folders" but the path must exist prior to the "shell folder" paths
being created, otherwise the defaults paths will be applied.  If you map
your drives via a login script, ensure you set your WTS servers to run the
logon script synchronously, meaning the logon script runs and completes
prior to the initialization of the Shell (explorer)

I think I found my problem.  I have been pulling my hair out all day.  It's
still broken , but at least now I know why.

I have been trying to adjust the User Shell folders fro Cookies and
Favorites.  I want them to point to H:\Cookies and H:\Favorites.  I run
mandatory profiles and that is an easy way for my users to keep some sanity.

When I adjust the registry keys, Internet Explorer re-writes them back to
C:\Documents and Settings\etc" the next time it is started.  

Does nay one know a better way to adjust this setting?  The tn.adm did it
perfectly in NT4.

I suppose you could load the "Default User" hive and modify the shell
folders stuff there.  However, I don't think that change will propagate to
existing users, only to new users.  Is this different with mandatory
profiles?  I have no experience with them.

is it possible to just edit the NTUSER.dat file?  All I am trying to do is
tweak the template user for mandatory profiles.

that makes sense but I have no idea how to do it.  How do I create a file
and how do I import it with regedit and call it form usrlogn2?

You could create file with the desired settings and import it with regedit
or regini [the formats differ slightly] and call it from part of
UsrLogn2.cmd.

I used the tn.adm policy from the thinnet to set the user shell folders via
policy for my users.

In Windows 2000 the GPO will not let me use that ADM file.  Does anyone know
of another way I can set that value?  Is there a way to make my own GPO
templates?

I am also trying to find a way to put the "NT Security" icon back in the
start menu.  It seems to have been moved to the Settings folder.

I have no problem doing it with a registry trick at logon but I don't have a
clue where to begin.
