Are you using the console, or a terminal server session?
As you are running a setup command line, are you doing it via add / remove
programs? If not, are you definitely in install mode?

P:\MSOffice\Office2000\SETUP.EXE TRANSFORMS="c:\termsrvr.mst"
Errors out, some default settings do not work in Terminal Server, etc., etc.
