Indeedy.

However, if you want to be able to ping or traceroute out, you don't
necessarily have to block icmp outbound.

AFAIK it uses ICMP.

Well up to a point - tracert should still discover fine up to the blocking
firewall.

And you can always block ICMP coming in, but allow it going out - if you
still want to be able to.
