We have gotten this a bit farther. There were two additions we made on
our DHCP server. Rapport now sees the machines as PXE capable, but it
still does not pull or push images. Wyse support is stumped.

Perhaps stating the obvious but:
Rapport finds Wyse TC ok. Wyse TC doesn't reach Rapport -> no
(correct) default gateway on Wyse TC?
