If SP4 instead of SP3 for windows, why not FR3 or FR2/SP3 instead of FR2 for
Metaframe?

Yes - I have it in production on 100+ MFXP FR2. We are using it with 9
HF's. There were some initial issues but it has settled down.
Compare the list of problems with SP4 vs the fixes included in SP4 (800+
problems with SP3) and the list does not look as daunting.
