[THIN] RequireLaunchReference resetting after changing WI appearance

Ive rolled out my first WI 5.2 on one of our PS4 farms, so ive changed the 
above setting in the webinterface.conf to =Off

Whenever I edit something in the website appearance like changing the Header 
Banner path, this keeps on resetting this back to =On

Anyone had this and fixed it
