Good point - tho' I don't recall seeing a 'make this a per machine'
setting as opposed to per user - Grrrrr ...

I look at it as a convenience thing.  if you want it to affect everyone,
you put it in HKLM.  If you want some to have it and not others, you put
it in HKCU.  It has it's uses......

        Hey everyone, I finally got this figured out at the client site.
         
        There was a HKLM setting that was overriding all the settings
that I was adjusting.  Always remember, HKLM overrides HKCU every time.
ARGH.  Reason I didn't see it was because it was set locally on the
servers and not through GPO.

                        Ok, so close.  I can pull up the context menu
that has the toolbars but they are all greyed out.  I've made sure
disable custom toolbars is disabled (as in doesn't apply).  Any other
