What I found to work, late yesterday, is each printer is it's own policy.  

User is configured for 2 printer policies, each granting a network printer.

User opens Citrix published app., set their default.

Close, reopen, default holds.  Change default, close, reopen, new is the
default.  I believe this also has to do with my use of roaming profiles and
saving settings.

PS 4.0
Using policy to create imported network print queues.

Grant users 2.

Also am allowing local (non-network) printer autocreation.

I want the users to be able to choose their default printer and have it
saved so the next time they connect, the same printer is the default, I
think this is similar to what other have recently asked for.

I do not have hotfix 22 installed.

I can set a printer as default, log off and on, fine.  I change it, logoff
and back on, and it is not holding the new one.
