Yes.  Poor QA on Citr'x behalf I suppose.  If you read the hotfix notes
for 2003, it's the same ones as 2000.  

I've ran data.msp on 4 2003 SP1 PS4 servers and didn't have any issues.
I've had ALL previous hotfixes Citrix had released installed (even the
ones Citrix pulled for an XML issue), so I'm not sure if that's why I
had no issues or not.

Fix 22 for 2000 is PSE400W2K022.msp, but for 2003, it is data.msp??

According to the doc., if you set the default to not change default
printer, it uses whatever the default in the profile is, and if I change
it in the profile, it should hold.

Right now, if I change it to the auto-created local printer, that holds.

Without the hotfix it will default to the first printer listed on your
policy.

If you change the order of the printers in your policy (yes they are
ordered) then you will see a change.
