I had this issue also but the resolution I used was to change the printer
port types from Standard IP to LPR on the Print server

Hi,

 

This sounds like a delightful post SP3 issue that had me tearing my hair. If
we're talking about the same thing, the printer port files only get created
on network shares, not local drives.

 

Have a look at KB328020.

I have a three server farm. Users can not print jpg files from MS Photo
Editor on one of the servers. The others work fine. 

Print jobs are not spooling, a file with the name of the printer port is
being created in the folders where the jpg files are located.
