[THIN] Office GPO's

Am having problems setting up various options using the Office (2003)
GPO's.. I've a feeling I might have done this slightly wrong, but
heres what I've done :)
We have an OU containing our users, on which I've loaded and applied
all the various office settings that I want. Another OU contains the
Citrix server, which has a GPO that doesnt have the Office ADMs
loaded. This GPO is in replace mode.
When the users log on to the Citrix server, they're not receiving the
Office settings, and using the policy results wizard, it seems that
policy is neither being applied nor denied, its just not being used at
all!?
Am I correct in assuming that because the Citrix OU is in replace
mode, its junking any other GPO that would be applying to it? Making
it that in theory, changing it to merge mode should fix?
Or is my understanding a bit more flawed than that? :)
