See article 193888 in TechNet on how to create dependencies for
services. And I would have thought you want it the other way around -
the service for your application to be dependent on the SQL service
having started.

        We have a third party application that will not start unless SQL
is started.  So every time the server (windows 2000) is rebooted the
third party app's service tries to start, but SQL has not fully started
so it hangs and we have to manually start it.  Does anyone know the best
way of handling this?  Is there a way to add this third party
application as a dependency to the SQL service or should I write a
script to start it?  Thanks in advance.
