I haven't figured out how to get rid of this one but you can use IPSec on the nic card of the server to block FTP out and this should at least prevent users from getting any place. Go to the advanced options on the nic card and choose TCP\IP Filtering Enable it and only allow the ports that you want to go out... IE Port 80 (web), 1494 (ICA), 1389 (RDP), 25 (Mail) for example.
