For office 97 , 2000 and XP i remove ( apart from system and admins)
permissions on the following files
Stops ftp working via Office dead.

MSO7FTP.EXE
MSO7FTPA.EXE
MSO7FTPS.EXE

Hope im not missing the point of your question.
