[THIN] OT: Office 2003 GPO not applying

Can anyone give me any idea why some settings in the OFFICE11.ADM are
not applying down to the user? It's 2003 AD and I put in a new GPO for
Office Customizations at the domain level. It's linked in at all of my
OU's. I ran gpupdate /target:user, rebooted and even waited 24 hrs from
setting the GPO, but it the option to always show full menus will still
not take ffect. I'm on an XP Box.
