Bloke sounds like a prat, you always get them and they never seem to be the 
ones that get done. 

I would hit him from a few angles all of which I think have been mentioned.

Disable his phone line or just block certain numbers.
If he does not need his modem, remove it, or just brake it.
Put a personal firewall on his PC and make sure he can not turn it off.

But probably most important make sure the people above him know the risk he is 
opening your business to, it's not just the risk of a virus but it also leaves 
it open to hackers piggy backing the connection once in they could plant 
assorts of tools on you network and potentially open up other areas. Anyway you 
know...

Personally, I like it.  Right up my alley.  This guy is the same user
that had an open share on his hard drive.  I was able to copy things off
of it and put stuff on it.  Ya, he's a real winner.  In any case, I was
talking with our phone person and I am working on having his modem line
disabled in the phone system.

Perhaps if after using the "polite" approach suggested by others of
ensuring

that his machine is Firewalled/Virus controlled doesn't work, try
deleting=20
half of his HDD and blaming it on a virus.

If nobody else in the org has that problem it can "only" have been his
line=20
that introduced the virus, and he was lucky that it didn't spread
further.

If you are feeling particularly vindictive - don't back up his system
first.
