Unfortunately, I don't have a Notes server to play around with; I'm
working from memory.

Is your impression that the file is not found, or that it is found but
is locked by the existing open session?

I know there are the places in the registry to specify notes
directories, but have you tried simply adding the location (of your
Notes.INI file) to your windows system PATH variable?

Ultimately if I ever came across anything this screwy, our Notes
admins would say, "That's just how Notes works."  Not really a
solution.

Does it work if you are browsing the Internet from within the Notes
client? Not really a solution, but a possible work around (?).  Is
this mail to: link something that gets heavy use?
