Sounds to me the problem is that you have given read/write/modify permission
to system.mdw and someone has opened and locked the file in r/w mode thus
preventing anyone else from opening the file.  You may need to make the file
itself read only.  Run up system internals filemon and see what file it is
causing the problems.

FWIW both the "Common Files" and "Microsoft Office" directory trees are read
only for users on our MF servers and Access 2000 works fine .... From memory
- I had to make the system.mdw file itself Read Only as well - otherwise if
an admin user ran access the file got locked and no one else could run
access on that server with the same error message you are seeing.

MF XP, under "encouragement" from internal office IT staff,  I have 
converted \program files to read only.  (and of course broken some 
stuff almost instantly) 

I have specifically made a few directories underneath Read/write/ 
modify. (for various programs that immediately refused to play nice)

Access 2000 is being a bit porky.  I have made the main MS Office 2000 
and the "Common Files" directory read/write /modify.  I'm still getting 
the "Could not use Admin file already in Use".  

BUT, this is in creating a new database in a directory I have full 
permissions for.  Where else do I look for unlocking the right file so 
this works.  My system.mdw file is under the "Common Files" directory 
and like I said is read/write/modify.  

Most posts I've seen talk about rights in Front ends/back ends.  
Remember this is a brand new database in my home directory.  
(sigh...where else do I look)
