Actually no, if all 3 are maxed out user will recieve an error. Something
like "Metaframe server can not accept your session". This is not exact
message though.

XPe, this does seem like a basic question... ok I load balance three
servers. Users get nicely distributed from 1 to 2 to 3. What happens if
ALL servers have a full load?
Do my users rub rocksalt? Do they get moved to the "least" fully loaded
server?
