If this is for a single user and you don't want to set up licensing you
have two options. The first is to make the user an administrator on the
server itself and then they could use administrative terminal services.
The second option would be to use Windows XP instead, since this is for
a single user.

Im setting up a 2000 server as a terminal server for a single user
A lot of work for a single user i know but it wasnt my call.
Anyhow the user connection is running win2000 so i was wondering if i
need to setup and terminal server licensing server?
