If you are not opposed to Microsoft SUS, I think you should be able to get what you need. We have a single update server that points to Windows Update. All servers in the enterprise get updates from it, and then PC's get updates from their local/departmental server. The purpose for this was to allow us to test and approve patches before deploying them, and to prevent every device from going to update on the internet.
