You could publish a .vbs (use cscript.exe filename.vbs) with something
like...
Set oIE = CreateObject("InternetExplorer.Application")
oIE.Navigate "http://www.cnn.com"
oIE.AddressBar = 0
oIE.Visible = 1
in it.
