[THIN] Hand-In Folder

Hi All
I know this question is not directly related to Thin Client computing,
but I was hoping someone would be able to help.
We would like to set up a 'Hand-In' folder to allow students to drop
work in there. Once the work is in there they must not be able to take
the work out, and they can't look at any other students work. We would
then like Staff to be able to access these files.
I have tried setting various permissions but when the user goes to save
work in the folder the file ends up empty.
Anyone been able to something along these lines?
