[THIN] Disabling a published app fails

All,
metaframe 1.8,sp3 with FR on nt 4.0,sp6 (yes I know!!) never seen this
before though. I have disabled a published application from server 1.
However users can still run the application from all the other servers. I
cannot work out how this does this and haven't seen anything on the citrix
site.
