Definitely global.  What you sent makes sense, but it doesn't apply to this
particular problem.  I'm sure someone just removed it by accident and
doesn't want to admit to it.

Are you sure it wasn't a domain local group? There are circumstances under
which MetaFrame will remove a group from the published app list. From page
91 of the MetaFrame Admin Guide:

If a published application has users from any domain local groups and you
add a server from a different domain, domain local groups are removed from
the configured users list, because all servers must be able to validate any
user with permission to run the application.
