If this is a permissions problem that is cleared up when giving the user admin rights, regmon and filemon don't always reveal the culprit. Consider enabling auditing for failed privilege use and failed object access and monitor the security log. Enabling failed object auditing also requires enabling auditing at the file and registry level.
