Sorry, I typed System DSN in the subject but meant USER.

I f  you look at the .reg I pasted, you see it's HKCU which means User
DSN.  System DSN's are in HKLM I believe.
 
The app in question does NOT work with a System DSN, so a User DSN must
be created.

        Joe is right.  there shouldn't be any reason a normal user needs
to add a System DNS.  System DSN by definition are available to everyone
and are only configured once.

                This is the .REG file I am using.  If a user has Power
Users access it
                works great.  with Users access, it only creates part of
the entries and 
                says "files already in use".  Power Users and Users have
the same access

                User should have access to write to HKCU.  Try running
Regmon.  I'd love
                to see your script if it works, I've been trying to find
out a way to
                put in an ODBC entry with the packager after an
application install but
