Do you already have a System DSN with the same name?  System DSNs are just
that, available to everyone.

User DSN are user specific.   Does the DSN have to be User Specific?  Why
are you not able to create a System DSN?

This is the .REG file I am using.  If a user has Power Users access it
works great.  with Users access, it only creates part of the entries and
says "files already in use".  Power Users and Users have the same access
to the DLL reference below.
 
I got the info by just looking at the registry on a computer where the
key was alreayy added.

User should have access to write to HKCU.  Try running Regmon.  I'd love
to see your script if it works, I've been trying to find out a way to
put in an ODBC entry with the packager after an application install but
I couldn't find anything that would work.

Anyone know how you can add a System DSN ODBC under a users profile who
has regular user access.  I have the info in a registry file and am
running it in a login script, but if you do not have Power User or above
access, it will not create, even though it's in the HKCU key.
