Read that carefully. What it says is that you can take a Windows 2000 DC,
run dcpromo and make it a Windows 2000 member server, then upgrade the
server to Windows 2003. There is no way for a Windows 2000 server to hand
out Win2k3 licenses. In fact, scenario B is what that question is talking
about.
