my thought was that a master list of all species that had been documented but for which records were unaccepted (for whatever reason) might be informative, and also might (in some cases) spur better documentation or provide a starting point for research. Taking a quick look at decisions in the past ten years, the only other record that was Not Accepted with the reason of "unaccepted, natural occurrence questionable" was: Black-headed Siskin (Spinus notata).
