John,
Red-breasted Merganser is certainly a rare bird for Waller County and,
likely, it is the first photographed record. But there is a sighting
precedent (not listed on eBird). Ted Eubanks found one in a small pond on
Neuman Road on 24 Sep 1987. The sighting was published in American Birds,
Vol. 42, No. 1, p. 101 (Fall 1987) and in The Spoonbill, XVI, 12, (Dec
1987).
