[texbirds] Flammulated Owl at SPI

The Flammulated Owl is present at the Convention Center in the same place as
always.
Scarlett asked me to remind birders that the grounds are closed at dark (or was
it dusk?). She also requested that birders not pressure the bird as it is
trying to hunt.
