John,
I haven't seen it on a ITC008, but I have on the ITC22/ATC221.
You are to adjust that using a cross hatch.

Hi,

Saw my first one of these today. My sister is Eectronics manager at the
local bowels of Hell . . er. . . Wal-Mart. Se bought this set the other
night. Called me this PM, complaining of lines in the pix. I went over, and
found lines in the bottom inch of the pix.
I entered the service menu, and re-adjusted the height & Lin (paramaters 6 &
7). When I entered Parameter 6, the bottom half of the picture blanked out.
It came back when I went to parameter 7. Was this normal?
Adjusting # 7 leared up her complaint. The problem appeared to be vertical
overscan.
