If D409 is shorted, then R420 is most likely open. Also check D445 and R445.
Change the vertical IC (IC500). Here are the components:
D409, D445 Part# 483513037094
R420, R445 Part# 483511657109
IC500 (TDA9302H) Part# 483520988531
