Shaun,
     With set off measure B+ at collector of HOT. (should be around 130V)
     does it stay at 130V at start up? does the HV try to come up? if no,
open      collector, do same test..bad disc cap or fly...If yes sub vert IC,
don't just
    take  out as micro needs to know vert is working or it will shutdown..
If
    you don't have the 130V in standby you have a power supply problem..If
    you need to replace the regulator replace the transistor also, note how
the
    transistor comes out as some of the boards were marked wrong...
